Proton Xchange Programme offers RM2,000 rebate to scrap old cars

KUALA LUMPUR: Proton has officially launched the Proton Xchange Programme, a government-backed scrappage initiative aimed at getting old, unroadworthy vehicles off the roads and encouraging Malaysians to switch to newer, safer, and greener alternatives—including electric vehicles like the e.MAS 7, and the rest of the Proton lineup.

    Vehicle owners who scrap their old vehicles through this programme will receive an overtrade rebate of RM2,000 towards the purchase of a new Proton, including the EV model e.MAS 7.

    To kick off the programme, an official launch ceremony was held at Proton’s Centre of Excellence , attended by Transport Minister YB Anthony Loke Siew Fook. Also present were PROTON Chairman Tan Sri Syed Faisal Albar, CEO Dr. Li Chunrong, and representatives from key government agencies including JPJ, MIROS, and MARii.

    The initiative targets vehicles aged 15 years or older that are no longer economical to maintain or repair safely. Eligible vehicles include sedans, MPVs, vans, lorries, 4x4s, and buses, provided the owner can furnish proof of ownership and complete deregistration paperwork, including:

    • Vehicle Ownership Certificate (VOC)
    • JPJK1KD form (proof of deregistration by JPJ)
    • Certificate of Destruction (COD) from Car Medic

    The replacement vehicle can also be registered under a family member, not just the original owner.

    Car Medic will handle all aspects of the deregistration and disposal process through its e-Dereg service, which includes on-site services and support for vehicle owners, particularly for those scrapping fleets of five or more vehicles. The company will also manage towing, restriction checks, and COD issuance.

    Proton has committed RM4.8 million to this pilot phase of the programme and sees it as part of its broader push towards sustainability.

    The brand is currently the only Malaysian carmaker offering internal combustion engines (ICE), mild hybrids, and EVs in its product lineup, positioning it as a leader in accessible green mobility.

    “The Ministry of Transport supports the Xchange Programme initiative and encourages more OEMs to follow Proton’s example and look beyond chasing sales and profits,” said Anthony Loke. “To support this, we’re offering a one-year road tax exemption for all vehicles purchased through this programme.”

    Proton Chairman, Tan Sri Syed Faisal Albar added, “The Xchange Programme is one way we’re contributing, by helping more people afford vehicles with better safety and cleaner technology.”

    With more new models and its second EV on the way, Proton says this initiative is just the beginning of a larger commitment to Malaysia’s sustainable automotive future.
